  • Hospitals and medical centers can work outside of crisis mode to care for all COVID-19 patients.

For example, California has eased building restrictions and certain DMV operations, and Georgia has already told companies that they can reopen.

Some states – including New York – may be waiting for further safeguards, such as widely used tests for everyone with symptomsto drop in place. States are likely to open companies that are considered low-risk for the spread of the virus, such as garden shops, construction sites, and manufacturing facilities. The most vulnerable, including the elderly and those with underlying medical conditions, may need to continue to seek protection.

Phase 3: Open other companies and activities

Phase 4: Herd immunity or a vaccine help restore normality

The goal of the first three phases is to get us to a point of community-wide resistance to the coronavirus. One way to achieve this is called Herd immunityThis means that 60% or more of the population has been exposed to the coronavirus and has increased some degree of immunity against it. The other approach is through a vaccine that is believed to be a year or more away. What about travel bans and restrictions?

The reopening of local public transport and other means of mass transport such as air and train travel for non-essential journeys is an important, but possibly riskier phase, since passengers are often in close contact for long periods. And in some cases, they are not even possible because airlines have shortened routes.

States will also strive for a relaxing interstate trip: in some states, including Hawaii and Rhode Island, anyone arriving in the state – residents, visitors, or tourists – must quarantine themselves for 14 days.
